They really don't care much about that. The real reason they care about people modding their games, is because it's competition to their DLC-centric business model. If people are adding their own free modded outfits to the game, they'll be much less inclined to purchase official outfits for a couple dollars each (or in the case of the PC version, bundled in packs at $30+). This also explains why the PC version of DOA5 is lacking features compared to the consoles. If someone has a choice, they want them to pick the version of the game that locks them into the least moddable environment, encouraging the player to spend more on DLC.
