It is msi based. I downloaded orca and have been fiddling with making small changes. There is no LaunchCondition for mdac that I can remove, and have been having no luck with the other changes I've tried. From what I can tell it has a built in step to install mdac, but i'm not overly familiar with making those kinds of changes, so have been going slow.

I mean really.;-) ) Does it install on Windows 8 or 8.1? I am pretty sure that MDAC will not install there as well. Did you try to set the setup.exe in compatibility mode for win 8 or 8.1?
I'm in the same boat. Trying to install PagePlus X2 which requires MDAC 2.5 SP3. Got that same error message. Tried the suggestion to edit out the LaunchCondition for MDAC in the msi file, and also found there wasn't one.
So then I started searching for MDAC 2.5 in the msi file using find in orca. Found one (I think) instance and deleted it. But the install would still not work. So I reviewed the install error log and found some instances of MDAC25 (as opposed to MDAC 2.5). So I went back into orca and searched for MDAC25 and deleted every single instance (I know ham fisted but I wanted to see if it would work, not all references may need to be removed but I wanted to start with none and just see what results I got). I saved the revised msi file and put it into a folder on my hard drive, along with the cab files and some other files from the PagePlus X2 cd. Ran the install and found I had to copy some additional files from the cd, but then the installation worked.
And the installed program works fine as well. And SvenC, I don't know about the OP but I did initially try compatibility mode alternatives. Nothing helped, it was the call for MDAC 2.5 in the install process that was the issue and no alternate compatibility mode made any difference.

MDAC 2.5 Sp3 requires any one of the following configurations: Microsoft Windows 95 with Internet Explorer 3.02 or later Microsoft Windows 98 with Internet Explorer 3.02 or later Microsoft NT速 4 with Internet Explorer 3.02 or later Setup will exit now. Does MDAC really need to be installed anymore or is it already automatically installed on Windows? I found your post here while looking for a solution. I also found a relevant post on the MS Win10 forum, here A solution was offered by one of the members that did eventually work for me. He suggested using orca to edit the msi file to eliminate the call for MDAC 2.5. His specific solution wasn't quite right, as he said to delete an item that I did not happen to have (neither did the OP on that thread).
